The geographical coverage of the European VAT is a member of the EU.
Currently the EU member states are composed of 28 member countries.

In addition, Japanese companies etc. are not physically included in the geographical coverage. On the other hand, when selling goods or providing services within the EU region, it is considered to be local taxation activity.
